Abortion Funding
Sen. Alex Mooney offered an amendment to the budget bill—HB50, which would have limited the use of taxpayer funds for so-called mental health abortions. The budget amendment failed by a vote of 27–19.

Human Cloning Ban

Sen. Roy Dyson offered SB362—The Human Cloning Prohibition Act of 2007, along with bipartisan co-sponsors: Sens. Richard F. Colburn (R-37); James "Ed" DeGrange, Sr. (D-32); Janet Greenip (R-33); Larry E. Haines (R-5); Andy Harris (R-7); J. Robert Hooper (R-35); Thomas McLain Middleton (D-28); Douglas J.J. Peters (D-23); Catherine E Pugh (D-40); J. Lowell Stoltzfus (R-38); and Norman R. Stone, Jr. (D-6).

SB362 would have prohibited any attempt to perform human cloning in Maryland and would have made it illegal to transfer or receive the product of human cloning or any oocyte (human egg), embryo, fetus, or human somatic cell for the purpose of human cloning.

The cloning ban was assigned to the Senate Finance Committee, where it found little support. It failed by a vote of 8–3. Unaccountably, two of the bills co-sponsors (Sens. Pugh and Middleton) voted against the bill in committee.
